Abstract

This study aims to analyze the effectiveness of the community's role in the implementation of the Development Planning Meeting (Musrenbangdes) in Karya Mandiri Village, which is motivated by the suboptimal community involvement in the village development planning process. This research analysis uses the effectiveness theory of Steers (1977) which includes four indicators, namely goal achievement, integration, adaptation, and motivation and satisfaction. This study uses a qualitative approach with a descriptive type. The research informants numbered eleven people selected through purposive sampling techniques. Data collection techniques were carried out through in-depth interviews and documentation, with data analysis through the stages of data collection, data condensation, data presentation, and drawing conclusions. The results of the study indicate that the effectiveness of the community's role in the implementation of Musrenbangdes in Karya Mandiri Village has not been achieved optimally. Although the level of community presence and contribution is already visible, their involvement in the planning process and determining development priorities is still limited, so that community aspirations have not been fully accommodated. This study concludes that it is necessary to increase active community participation in each stage of the Musrenbangdes. These findings provide an empirical contribution to efforts to strengthen community participation and have implications for the need for more inclusive and participatory development planning strategies so that Musrenbangdes can run effectively and reflect the needs of the community as a whole.
