The Government's Strategy to Optimize Regional Asset Management Through the Revitalization of Bambaru Market in Palu City

This study aims to analyze government strategies in optimizing regional asset management through the revitalization of Pasar Bambaru in Palu City by applying the government strategy theory proposed by Geoff Mulgan (2009), which includes the aspects of goals, environment, direction, actions, and learning. The method used is qualitative research with a descriptive approach, employing in-depth interviews and documentation involving five informants from the Department of Industry and Trade of Palu City as well as market business actors. The results indicate that the revitalization strategy has not been optimally implemented, as reflected in the lack of significant improvement in both the utilization of regional assets and the income of business actors, which is influenced by ineffective program socialization, weak assistance, and low motivation among business actors. The study concludes that optimizing regional asset management does not solely depend on physical development but also on strengthening communication, empowerment, and continuous learning, and it contributes to the development of studies on regional asset management strategies based on traditional market revitalization while providing implications for local governments in designing policies that are more participatory, adaptive, and oriented toward sustainably enhancing the capacity of business actors.
