This study aims to analyze the Palu City Government's strategy for improving soccer sports facilities using Hunger and Wheelen's (2003) strategic management theory, which encompasses four indicators: environmental observation, strategy formulation, implementation, and evaluation. The research method used is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. This study employed a qualitative method with a descriptive approach. Data collection techniques were conducted through observation, interviews, and documentation/archives. The informants in this study consisted of five individuals: the Head of the Palu City Government Division, the Head of the Sports Achievement Division, the KONI Secretary, the soccer field manager, and the community. The data analysis techniques used were data collection, data condensation, data presentation, and drawing conclusions. The theory used is the strategic model according to Hunger and Wheelen, which encompasses four variables: environmental observation, strategy formulation, implementation, and evaluation. The research results show that during the environmental assessment phase, the government, along with the Youth and Sports Agency, the Indonesian National Sports Committee (KONI), field managers, and the community, mapped facility needs through surveys, monitoring, and community reporting. During the strategy formulation phase, various parties participated in SWOT analyses and planning forums to determine priority programs such as field rehabilitation, improving supporting facilities, and developing athletes, although budget and human resource limitations were major obstacles. Program implementation demonstrated cross-agency coordination, provision of technical resources, and implementation of facility improvements. However, equitable distribution of repairs, routine maintenance, and speed of follow-up remained prominent issues. Periodic evaluations showed improvements in facility quality, but deficiencies remained in budget efficiency, equitable distribution of results, and maintenance sustainability. This study concludes that although the strategy to improve soccer facilities in Palu City has been quite successful, implementation and evaluation indicators still require improvement through strengthened coordination, increased resources, facility standardization, and data-based evaluation to support sustainable sports development in Palu City.
