Abstract

Village governments have an important role in managing social conflicts that arise as a result of mining activities. This research aims to analyze the role of village government in managing limestone mining conflicts between PT. Rezky Utama Jaya and the people of Nambo Village, East Bungku District, Morowali Regency. The research used a descriptive qualitative method which was carried out in Nambo Village involving five informants, namely the Village Head, Village Secretary, BPD Chair, company representatives and the community. Data was collected through interviews, observation and documentation, then analyzed using Winardi's conflict management theory which includes stimulating, reducing and resolving conflict. The research results show that the conflict was influenced by the impact of mining dust, non-transparency in the distribution of Corporate Social Responsibility (CSR) funds, and the absence of the Head of Mining Engineering. The role of the village government in stimulating conflict is carried out through socializing the legality of companies and facilitating communication between parties. Efforts to reduce conflict are carried out through negotiations and encouraging companies to water the roads, while conflict resolution is carried out through mediation involving the sub-district government, community leaders and the police. This research concludes that the village government plays an effective role as a mediator in reducing mining conflicts. These findings show the importance of communication, coordination and consistent implementation of agreements to create harmonious relationships between companies and society.
