Abstract

The House Renovation Program in Matolele Village (Parigi Tengah District, Parigi Moutong Regency) faces challenges in terms of effectiveness in achieving targets and accountability. Using descriptive qualitative methods (observation, in-depth interviews, documentation studies) and interactive model analysis (Miles, 2014), this study involved informants from the Village Head, the Head of the BPD, the Head of the Implementation Team, beneficiaries, and the community. Based on the theory of effectiveness (Richard, 2005) with indicators of goal achievement, integration, and adaptation, the results show that the physical target of 3 housing units per year has been met, with 2 completed and 1 in progress. The recipient criteria (decile 1/very poor) are appropriate, but there are still 15 poor household heads with RTLH who have not been assisted because assistance is allocated to productive age groups with better abilities. The main obstacle: delays in the supply of wood and sand due to distance and weather. Recommendations: (1) inter-village collaboration for material procurement; (2) training in logistics management, construction standards, and material inspection for village officials and the BPD; (3) a verified RTLH digital data system for objective village deliberations. Thus, supervision, transparency, and accountability of Village Funds can be optimal, having a real impact on the quality of life of the poor in Matolele Village.
