GREEN OPEN SPACE (RTH) ARRANGEMENT BASED ON DISASTER MITIGATION IN DYNAMIC GOVERNANCE PERSPECTIVE: CASE STUDY OF GREEN OPEN SPACE PUBLIC IN PALU CITY

This study aims to find out why Green Open Space (RTH) in Palu City has not focused on mitigation and to see the Palu City government through a dynamic governance framework in running its government which leads to adaptive policies through Palu City parks. This study uses Neo and Chen's theory of dynamic governance which consists of 3 elements, namely; culture, capabilities, and change. This study uses a qualitative research method with a case study research type. Data collection techniques were carried out using interview techniques with the Palu City Environmental Service, the Palu City Regional Disaster Management Agency, the Palu City Spatial Planning and Land Service, and documentation. The results of this study illustrate that the Palu City government has been adaptive to the environment by providing green open space based on disaster mitigation, however, it is not yet optimal and still needs improvement. The cultural element in this study explains that the Palu City government has an awareness related to the importance of the availability of disaster mitigation in the Palu City environment, and capabilities; thinking ahead has been well illustrated through the long-term regulations of the city government through Regional Regulation Number 2 of 2021 concerning the Spatial Planning (RTRW), thinking again is clearly seen through the revitalization of green open space in Palu City which is increasingly oriented towards urban resilience, thinking across is seen through the adoption of the Japanese disaster mitigation model for green open space arrangement such as the availability of open space as a disaster evacuation area, as well as changes seen through the arrangement of green open space in Vatulemo which after revitalization looks very different from the previous Vatulemo, and green open space in Gor which is currently in the process of revitalization. This research is expected to be an evaluation material for the Palu City government to be more concerned about urban environmental areas by strengthening the disaster mitigation system in every part of the city.
