Abstract

This study aims to examine the effectiveness of the management of Village-Owned Enterprises (BUMDes) in Tomoli Utara Village. This research employs a qualitative approach with data collection techniques including observation, interviews, and documentation. The analysis of BUMDes management effectiveness is based on the organizational effectiveness theory proposed by Richard M. Steers (1985), which consists of three indicators: goal attainment, integration, and adaptation. The results of the study indicate that the management of BUMDes in Tomoli Utara Village has not been carried out effectively and optimally. In terms of goal attainment, the 3 kg Lpg gas distribution unit has not been able to consistently meet community needs due to unstable product availability, while the swiftlet nest business has not generated income and the duck farming business has not been implemented due to limited capital. Regarding integration, although socialization activities related to the establishment of village business units have been conducted, they have not been optimal due to low community participation, resulting in some community members being unaware of the existence of BUMDes and the programs implemented. In terms of adaptation, although the selection of business types has been aligned with village needs and potential, BUMDes has not been able to optimally adjust its management strategies to field conditions. Therefore, improvements are needed in planning, socialization, and adaptive capacity so that BUMDes can function effectively and make a tangible contribution to improving community welfare and increasing village revenue.
