This study aims to find out and analyze the implementation of policies for the prevention and handling of child marriage in Mantikulore District, Palu City. Child marriage is still a serious social problem in Mantikulore District, Palu City, with cases fluctuating from 7 cases in 2022, jumping to 18 cases in 2023, and decreasing to 12 cases in 2024. Although the government has issued various regulations such as Law No. 16 of 2019 and Palu Mayor Regulation No. 34 of 2023, implementation in the field still faces various challenges. This study aims to describe and analyze the implementation of policies for the prevention and handling of child marriage in Mantikulore District, Palu City. The method used is descriptive qualitative with data collection through observation, in-depth interviews, and documentation. The informants came from DP3A Palu City, the Mantikulore District Office, the KUA of Mantikulore District, and Tondo Village. Data analysis uses the Van Meter and Van Horn policy implementation model which includes six variables, namely policy standards and objectives, resources, communication between organizations, characteristics of implementing institutions, socio-economic political conditions, and implementing disposition. The results of the study show that the implementation of the policy has been carried out but has not been optimal. The policy objectives have been well understood by all agencies, but the budget is still insufficient and socialization is not evenly distributed to all villages. Coordination between agencies has been established although the transmission of information from the city level is sometimes still too common. The main driver of child marriage is promiscuity, not poverty, so the regulatory approach alone is inadequate. Overall, the implementers showed a strong commitment supported by regular capacity building programs.
