Abstract

This study addresses the challenges involved in empowering rice farmer groups in Ogoamas I Village, where the majority of the population relies on the agricultural sector yet faces obstacles such as limited irrigation water, reliance on external aid, and inequitable aid distribution. The study employs a descriptive qualitative method utilizing observation, in-depth interviews, and documentation, with data analysis based on the interactive model proposed by Miles (2014). The theoretical framework applied is that of Chandler (1962), encompassing three dimensions: setting long-term goals, selecting courses of action, and allocating resources. The findings indicate that regarding long-term goals, the village government has established a clear direction focused on increasing crop yields and improving irrigation, although field implementation remains hampered by budgetary constraints and weather conditions. Regarding the selection of actions, programs such as agricultural extension services, the provision of farming equipment, and subsidized fertilizers have been implemented; however, coverage remains uneven and is hindered by a lack of transparency in distribution systems. The resource allocation dimension reveals active community participation (gotong royong), yet limited village funds and a heavy reliance on central or regional government aid serve as primary obstacles. Key recommendations include: (1) increasing the village budget allocation for the agricultural sector in a more proportional manner; (2) strengthening aid distribution systems to ensure greater transparency and accurate targeting; and (3) enhancing farmer capacity through continuous training to foster self-reliance and the sustainability of farming operations.
