DYNAMICS OF DECISION MAKING PROGRAM OF NUNURANTAI VILLAGE PRINCIPAL PALM SUGAR FACTORY DAK

The construction of the Putri Palm Sugar Factory in Nunurantai Village, Taopa District, Parigi Moutong Regency is the regional government's effort to increase the added value of palm commodities and encourage community welfare. However, its implementation faces various obstacles related to the decision-making process, such as low community participation, less than optimal use of factual data, and the dominance of administrative authority. This research aims to analyze the dynamics of decision making for the construction of the Putri Palm Sugar Factory based on decision making theory (Terry, 1977) which includes intuition, rationality, facts, authority and experience. The research used a qualitative descriptive design which was carried out in Nunurantai Village, Taopa District, Parigi Moutong Regency during the research process, involving 4 main informants, namely the Village Head, Head of the Industry and Trade Service, Head of the Hakelma Division, and the community. Data was collected through in-depth interviews, observation and documentation. The research results show that the decision-making process is dominated by intuition and administrative authority rather than rational considerations based on facts and community participation, so that planning, distribution of authority and factory management have not run optimally. Other findings show that the experience of decision makers has been utilized, but has not been integrated optimally with empirical data and community aspirations. This research makes a contribution by emphasizing the importance of implementing a comprehensive, participatory and factual data-based decision-making process to increase development effectiveness. It is hoped that the implications of this research can become a reference for local governments in formulating development policies that are more transparent, accountable and sustainable.
