Empowerment of Fishing Communities in Uewajo Village, North Bungku District, North Morowali Regency

This study aims to determine and analyze the empowerment of fishing communities in Uewajo Village, Bungku Utara District, North Morowali Regency. This research is motivated by the suboptimal implementation of the fishing community empowerment program, which is characterized by the uneven distribution of capture fisheries assistance and the failure to implement several empowerment aspects optimally. This study uses a descriptive qualitative research design with a case study approach. The concept used is the community empowerment theory according to Suaib (2023), which includes aspects of equality, participation, self-reliance or independence, and sustainability. The study was conducted in Uewajo Village with informants consisting of the Marine Affairs and Fisheries Service of North Morowali Regency, the village government, and the fishing community. Data collection techniques were carried out through observation, interviews, and documentation. The results of the study indicate that the fishing community empowerment program in Uewajo Village is implemented through two sources, namely the Marine Affairs and Fisheries Service of North Morowali Regency and the Uewajo Village Government through Village Funds. The aspect of fishing community participation is relatively running although not optimal, while the aspect of equality has not been fulfilled because there is still an uneven distribution of assistance among members of the fishing group. Self-reliance and independence have begun to emerge among some fisherfolk who receive the program, but this is not yet evenly distributed. Sustainability still faces challenges in terms of consistent mentoring and the availability of sustainable resources. This research provides evaluation material for local and village governments to improve the effectiveness of the implementation of the fisherfolk community empowerment program to ensure its distribution is more equitable and sustainable.
