Abstract

Exploitation of child labor is often interpreted as a discriminatory attitude carried out by families or other people. In Palu City itself there are many cases of exploitation that occur against children, one of which is the exploitation of child labor, therefore the purpose of this study is to see how the government's strategy in tackling the exploitation of child labor in Palu City is based on the theory of empowerment, protection, and elimination (Affandi, 2007). This research uses a qualitative method with a descriptive type, where data is collected through in-depth interviews with several informants who are considered capable of answering all the researcher's questions, such as local governments and communities. The results of the research based on the identification of the empowerment, protection and elimination strategy factors show that the strategy carried out by the Palu City government is still not optimal, therefore it is necessary to form a collaboration for the sustainability of the strategy effectively and efficiently consisting of the Government. Communities and Non-governmental Organizations. The government's strategy in tackling the exploitation of child labor in Palu City is still not running optimally, especially in the context of the elimination strategy, where elimination is one of the main factors that until now has not been realized. In the RENSTRA of the Women's Empowerment and Child Protection Office of Palu City which was formed in 2021-2026 there are many strategies made with the aim of eliminating the number of child laborers in Palu City but none of them have been successfully realized to date.
