Implementasi Peraturan Daerah Kabupaten Donggala di Desa Loli Dondo Kecamatan Banawa Kabupaten Donggala

Introduction: Research Problems regarding the implementation of mining management policies in Loli Dondo Village, such as lack of coordination, unclear SOP, and limited resources. Therefore, the aim of this research is to find out how Donggala Regency Regional Regulation Number 6 of 2011 is implemented. The theory used to implement policies of Edward III consists of Communication, Resources, Disposition and Bureaucracy.
Methods: This research uses qualitative methods with a case study approach. Data were collected through observation, interviews with informants from the government, companies, and the community, as well as the analysis of related documents, such as Donggala Regency Regional Regulation Number 6 of 2011.
Results: The research findings indicate that the lack of coordination between the Environmental Agency and related parties, budget constraints that hinder direct supervision, and the ineffectiveness of SOPs in policy implementation impede the success of policy implementation. Furthermore, the lack of knowledge among the community and mine operators regarding complaint procedures and SOPs further exacerbates the situation.
Conclusion: This research recommends improved coordination, bureaucratic reforms, and stricter oversight to support the success of mining management policies in Loli Dondo Village.
