This research examines the dynamics of rock mining business management in Puungkoilu Village based on policy, modality, institutional, as well as environmental and technological aspects. The research uses a qualitative descriptive method with data collection techniques through interviews, observation and documentation. The research results show that mining management provides economic benefits, but still faces obstacles in the form of weak institutional coordination, lack of transparency, limited community modalities, and suboptimal environmental monitoring. This condition has given rise to various public complaints regarding dust, road access and environmental quality. This research concludes that strengthening policies, institutions, community modalities, as well as environmental and technological management are needed to realize sustainable and fair mining.
