DISCOURSE OF WELFARE PROGRAM IN THE EMPOWERMENT OF COMMERCIAL SEX WORKERS AT TONDO KIRI RED-LIGHT DISTRICT

This study aims to analyze the production of welfare discourse within empowerment programs targeting commercial sex workers implemented by the Palu City Government in relation to sex workers in the Tondo Kiri Red-Light District. The study adopts a qualitative research method with a Critical Discourse Analysis approach and focuses on the theory of articulation and hegemony proposed by Ernesto Laclau and Chantal Mouffe. Data were collected through in-depth interviews, analytic observation, and policy document analysis. The findings show that the government’s discourse is organized around the nodal point of “Rehabilitation,” which articulates empowerment through a chain of equivalence linking empowerment, rehabilitation, moral normalization, skills training, and compliance with norms. This discourse becomes hegemonic through a combination of formal regulation, mass media, the naturalization of technocratic-bureaucratic language, and metonymic processes. The study concludes that the production of the empowerment discourse is a political process operating through hegemonic articulation, rather than an objective reflection of the real needs of CSWs. The contestation between the government discourse and the CSWs’ discourse is antagonistic, with the government prioritizing morality and order, while CSWs prioritize material survival and economic security.
