PROSES COLLABORATIVE GOVERNANCE DALAM PENGELOLAAN SAMPAH DI KECAMATAN BAHODOPI KABUPATEN MOROWALI

Penelitian ini bertujuan untuk menganalisis proses Collaborative Governance dalam pengelolaan sampah di Kecamatan Bahodopi Kabupaten Morowali dengan menggunakan teori Ansell dan Gash (2008). Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Lokasi dalam penelitian ini di Kecamatan Bahodopi, Kabupaten Morowali, Provinsi Sulawesi Tengah. Informan dalam penelitian ini adalah orang-orang yang terlibat langsung dalam Proses kolaborasi yaitu pemerintah kecamatan, dinas lingkungan hidup, pihak perusahaan PT IMIP, dan masyarakat. Hasil Penelitian menunjukkan bahwa kolaborasi di Bahodopi berjalan efektif di tingkat strategis pada tiga aspek yaitu dialog tatap muka (forum inklusif telah tersedia dan dimanfaatkan untuk negosiasi), membangun kepercayaaan (kepercayaan telah terbentuk melalui transparansi dan komitmen sumber daya), dan komitmen terhadap proses (semua pihak berkontribusi sumber daya sesuai kapasitasnya, seperti pengadaan lahan oleh pemerintah dan hibah teknologi oleh PT IMIP). namun ada dua aspek menghadapi kendala serius di tingkat operasional yaitu Pemahaman Bersama dinilai belum optimal karena kesepakatan umum hanya terjadi pada para pihak yang terlibat aktif, namun gagal dipahami oleh masyarakat luas, dibuktikan dengan perilaku membuang sampah sembarangan. Hasil Antara juga belum optimal secara berkelanjutan, sebab keberhasilan pada bank sampah dan insinerator dibayangi oleh kegagalan fatal pada fungsi operasional dasar, yaitu sistem pengangkutan sampah yang macet dan menumpuk. Kegagalan operasional ini berisiko mengikis seluruh modal kepercayaan dan komitmen yang telah dibangun. Oleh karena itu, kunci keberlanjutan kolaborasi terletak pada penanganan perencanaan strategis dan eksekusi operasional di lapangan.
