Management in Reducing the Impact on Public Health in Tondo Village, West Bungku District, Morowali Regency

Abstract

This study aims to analyze the management of efforts to reduce the health impacts on the community in Tondo Village, West Bungku District, Morowali Regency. The study was motivated by industrial activities surrounding Tondo Village that have the potential to pose health risks, thereby requiring effective health service management through the implementation of management functions. The analysis is based on George R. Terry's management theory, which consists of planning, organizing, actuating (implementation), and controlling. This study employed a qualitative approach with a descriptive research design.The findings indicate that management functions have been implemented in efforts to reduce health impacts on the community. Planning was carried out through the identification of public health problems as the basis for program formulation. Organizing was reflected in the division of responsibilities and coordination among relevant institutions. Implementation included promotive, preventive, and curative health activities, while controlling was conducted through monitoring, evaluation, recording, and reporting mechanisms.The study also identified several challenges, including the irregular implementation of health education programs, uneven community participation, and the need to strengthen coordination in following up evaluation results. Nevertheless, these conditions do not indicate a failure of the management functions. Rather, they are influenced by the health impacts associated with the industrial activities of PT Indonesia Huabao Industrial Park (PT IHIP), which are inherently difficult to avoid. Therefore, strengthening inter-agency coordination, enhancing community health education, optimizing monitoring and evaluation processes, and increasing community participation remain essential to improving the effectiveness of efforts to reduce health impacts on the community.
