The mining of C-type minerals in Watusampu Village creates social dynamics involving the role of informal elites in responding to government policies. Therefore, the aim of this research is to identify the role of informal elites in responding to mining policies in the area. The theory used is Suzanne Keller's Determinant Elite Theory, which consists of three main functions: cognitive, moral, and expressive. This research uses qualitative methods with a case study approach. Data collection was conducted through observations, in-depth interviews with seven key informants such as customary leaders, religious figures, and community representatives, as well as analysis of official documents related to mining policies. Research results show that informal elites play an important role in disseminating policy information, shaping public opinion, and bridging the aspirations of the community to the government and mining companies. This research implies that there is a need for regulations that accommodate the role of informal elites so that mining policies are more inclusive, participatory, and sustainable for the welfare of local communities.
