Introduction: The phenomenon of inaccurate targeting of poor rice assistance in Bahoruru Village reflects the problem of the effectiveness of social programs and governance. The loss of poor families' rights to the undeserving parties indicates weak data collection, verification, and distribution, which has the potential to violate justice and public trust. This study aims to analyze the practice of Good Governance using the theory of good governance (Sedarmayanti) including legal accuracy, accountability, transparency, participation, and professionalism in the distribution of poor rice.
Methods: This study uses a descriptive approach. Data collection techniques through observation, documentation, interviews. Informants include village heads, distribution teams, and recipients of assistance.
Results: The results of the study show that the principles of legal rules and transparency are obstacles in the distribution of poor rice. Morowali Regency Regional Regulation Number 5 of 2022 concerning the procedures for organizing food reserves has not been running effectively due to the inaccuracy of recipient targets where there are still some people who receive not according to the criteria and the existence of a family system that occurs in the distribution process.
Conclusion: This study is expected to be used as a reference and input for the community and the Bahoruru Government in distributing poor rice assistance.
