Implementasi Kebijakan Relokasi Penduduk Pada Zona Merah Rawan Tsunami di Kelurahan Lere Kota Palu

Abstrak

This study aims to determine the problems in the implementation of the Population Relocation Policy in the Tsunami-Prone Red Zone in Lere Village, Palu City. This study uses the theory of Van Metter and Van Horn with six indicators. It uses a qualitative approach with a descriptive research type. Data collection techniques include observation, interviews, documentation, and literature. Using five informants. The researcher found several problems, namely the policy standards for the procurement of housing units and payment for the location were not appropriate, and the policy implementation time had exceeded the specified limit. Limited budgets hampered the relocation process of residents. Communication and coordination between implementing parties were not optimal, as evidenced by the large number of residents who were not educated about the red zone and relocation issues. The commitment of the policy implementers is questionable because the policy has been implemented for a long time. This relocation also had a negative impact on the social and economic environment of the community, the majority of whom work as fishermen. This study is expected to be a reference for implementers who are currently implementing this policy.
