Introduction: Effective and efficient population administration services are part of the government's efforts to improve the quality of public services. With the advancement of technology, the concept of Smart Government has begun to be implemented in various aspects of service delivery, including the issuance of Family Cards (Kartu Keluarga). Smart Government aims to utilize information technology to create faster, more transparent, and more accountable services. This study analyzes the implementation of Smart Government in Family Card services at the Department of Population and Civil Registration of Palu City. The main focus of this research is to assess the extent to which
information technology is utilized in the Family Card issuance process and to identify the supporting and inhibiting factors in its implementation.
Methods: This study employs a qualitative analysis method with a descriptive approach to examine the effectiveness of the information transparency system in enhancing public participation and trust. Data is collected through in-depth interviews, participatory observations, and documentation gathering.
Results: The research results indicate that the implementation of an online public service system has facilitated access to information and increased public engagement. However, challenges remain in terms of digital infrastructure and the expansion of interactive features.
Conclusion: This study provides practical guidelines for the government to enhance information transparency, thereby improving service efficiency, strengthening public participation, and building public trust in the government.
