Introduction:
The research problem addresses the implementation of creative street vendor organization at the Masomba market in Palu City. The purpose of this study is to analyze the execution of street vendor regulation policies at the Masomba market. The theory used is George C. Edward III's Policy Implementation, which consists of four factors that influence the effectiveness of policies: communication, resources, disposition, and bureaucratic structure.
Methods:
This study employs a descriptive qualitative approach. Data collection was carried out through observation, documentation, and interviews with the Secretary General of the SATPOL-PP, street vendors, and the community (market visitors).
Result:
The findings indicate that the implementation of the policy is not optimal due to low effectiveness in all four variables, both from the implementers and the targeted groups. Although the government has made efforts to convey information, many street vendors feel they do not receive adequate support, particularly regarding permits and understanding of the policies.
Conclusion:
In the field of public administration, these findings enrich the understanding of inclusive policy implementation. This research encourages the government to enhance policy effectiveness through responsive communication, information dissemination, and support.
