Sigi Biromaru. This study uses a qualitative method on the basis of case study research. Research data obtained through observation, in-depth interviews. The analysis used is data collection, data reduction, data presentation and conclusion. The results of this study are: 1. Identification of issues, forms a special team to monitor issues in the community environment; 2. Analyzing issues, three issues that have a major impact are delays in distribution, unilateral changes to the list of beneficiaries and changes in the amount of funds; 3. Strategies for responding to issues, educating the community through outreach, deliberations on determining the list of beneficiaries in a transparent manner and tightening the implementation of the distribution; 4. Implementation of the program, socialization is carried out by the Village Head and all persons in of assistance to the Mpanau Village community, holding large deliberations in transparently select prospective beneficiaries and tighten the distribution; and 5. This type of research is a descriptive qualitative. The technique for determining the informants for this study used purposive sampling by selecting six (6) informants who were directly involved with the Adipura program. This study uses the Nowak and Warneryd campaign model theory and the communication barrier theory according to Cruden and Sherman. The data collection techniques used were direct observation and in-depth interviews and the data was analyzed descriptively qualitatively. The results indicate that the campaign is expected to change the mindset of the local community regarding environmental cleanliness. The obstacle is in the form of public apathy. This makes the Municipality Government focus on communication objects such as cleanliness slogans. The Adipura campaign is echoed by the use of print media, audio-visual media and social media with campaign messages containing the theme of cleanliness. The presence of communicators such as the Palu City Government, Regional Apparatus Organizations, the Adipura Task Force and Adipura Women can increase public trust based on credibility. In this study, the method used is qualitative method. The type of research used is descriptive case study. Interviews with informants to collect data, then analyzing, compiling and simplifying the data. The results in this study are that the perception of the basketball community regarding the government's policy on exempting the use of masks is a policy that is widely approved by people who are visitors to Kaombona Palu City Forest. Because people think that they need to breathe fresh air and also when using mask they are claustrophobic and many people have carried out the government program, namely the vaccination program so that people who often carry out outdoor activities or activities feel grateful for the government policy so that they no longer need to use masks. In this case, existing perceptions are shaped by perciever factors, The Object or The Target, and The Situation. In addition, in handling disasters using qualitative descriptive methods with the theory of Puji Lestari in Susanto et al. and collecting data through observation, personal interviews and structured, and documented. This study used a purposive sampling method by taking four informants. The results of this study indicate that the Tolitoli Regency Regional Disaster Management Agency carried out the stages in accordance with the Law of the Republic of Indonesia number 24 of 2007 concerning disaster management. In the communication management plan, they carry out pre-disaster and post-disaster stages. They themselves have their own organizing and duties in disaster management. Then from disaster management planning and evaluation they always coordinate cooperation with relevant stakeholders. Self-evaluation in the event of a disaster they make into an action plan report that is the gradual development of the area of the disaster incident. The method used in this study is descriptive qualitative, data collection techniques used are observation and interviews. The informants in this study numbered four people, who were selected by purposive sampling. The data analysis techniques in this study were data reduction, data display, and conclusion drawing. Based on the results of the data analysis conducted, the results of the study showed that in the role of the Poso Hydroelectric Power Plant Public Relations in dealing with the conflict with rice farmers in Toinasa village in an effort to maintain the company's good image. Subject Employees of the Poso Regency National and Political Unity Agency, with the object of the Poso Regency National and Political Unity Agency. Conducting interviews with employees of the Poso Regency National and Political Unity Agency. The results of this study indicate that in the prevention carried out by the National and Political Unity Agency there is a linear communication pattern, and in its prevention there are several inhibiting factors. 1). The existing linear communication pattern is socialization and counseling carried out by the National Unity and Political Unity Agency in preventing acts of terrorism, In this communication process, the message conveyed by the National Unity and Political Unity Agency will be effective if there is planning before carrying out communication. 2). This type of research is qualitative descriptive research. Using Hafied Cangara persuasive communication method, feard appeal, emotional appeal, reward appeal, motivational appeal and humorius appeal. The subjects in this research were teachers who taught Kaili language. The qualitative descriptive used in this research is data reduction, display and data verification. Data collection techniques were carried out using observation, interviews and literature studies. The results of this research indicate that several techniques for presenting persuasive communication messages used in the teaching and learning process between teachers and students at SD Unggulan Putra Kaili Permata Bangsa are effective for teachers to use in persuading students to develop students' Kaili language skills because this message presentation technique is easily accepted by students at SD Unggulan Putra Kaili Permata Bangsa.
