This research uses a qualitative approach with a descriptive type. Data collection techniques used observation, interviews and documentation. The implementation of village budgeting in Langaleso village government is carried out in three stages. First, the formation of the village government work plan team through meetings with the community, conducting hamlet meetings to accommodate aspirations, organizing village development plan meetings, and determining the village government work plan. Second, the preparation of the village revenue and expenditure budget plan by the village secretary, and the discussion of the village revenue and expenditure budget plan by the village head and the Village Consultative Body. Third, the village government brings the village revenue and expenditure budget plan document to be assisted by the sub-district government and the Village Community Empowerment Office to be legalized as the village revenue and expenditure budget. This study found that the implementation of budgeting in Langaleso Village has been participatory, but not optimal in terms of transparency and accountability.
Moh. Ideally and according to the law, the bureaucracy is required to be professional and neutral from politics. However, in reality, it is difficult for bureaucratic apparatus to be neutral, especially when faced with the temptation and pressure of power. This article highlights the involvement of the bureaucracy in Pilkada in Southeast Sulawesi, by outlining the modes of bureaucratic involvement, and identifying the factors of bureaucratic involvement. This study found that the bureaucrats involved in the Pilkada are state civil apparatus and village government apparatus. Factors that encourage bureaucratic involvement are: the status of incumbent regional head candidates who remain active during the implementation of regional elections, the lure of promotions for bureaucratic apparatus, weak sanctions for the State civil apparatus commission and regional head candidates, and weak supervision and enforcement of election supervisory institutions (Bawaslu and its staff).
La Ode Harjudin, Eka Suaib, Abdul Kadir, La Husen Zuada Copyright (c) 2023 La Ode Harjudin, Eka Suaib, Abdul Kadir, La Husen Zuada https://creativecommons.org/licenses/by-nc-sa/4.0 https://jurnal.fisip.untad.ac.id/index.php/reinventing/article/view/1140 Thu, 04 Jan 2024 00:00:00 +0700 Implementasi Program Tanah Objek Reforma Agraria (TORA) di Kabupaten Sigi https://jurnal.fisip.untad.ac.id/index.php/reinventing/article/view/1141
The increasing and widespread poverty in rural areas has given rise to many new concepts to overcome this problem, one of which is agrarian reform or reform of the agrarian structure. The core of the problem is that there are too many people who want to live, but are limited by the amount of cultivated land that is too small for farming households who depend on the land. One of the programs of the Joko Widodo government to overcome this problem is the Land Object of Agrarian Reform (TORA) Program. This study aims to look at the implementation of this program in Sigi Regency, Central Sulawesi Province. This research uses a descriptive method with a qualitative approach. While the theory used to see the implementation of the TORA program is Lewis and Flynn's bottom-up implementation model. The results of the research indicate that the agrarian reform policy through the TORA program, from planning to implementation, has never involved the discourse of the peasantry and placed farmers as its central object. The presence of this program is nothing but to negate farmers from the sources of their own wealth assets, and in the end this program is not a geopolitically needed program in Sigi Regency.
Firmansyah, M. This research uses Miriam Budiarjo's theory of political participation. The research method used is descriptive qualitative. Data collection techniques through interviews and documentation. Data analysis in this study uses analysis techniques with interactive patterns developed by Miles and Huberman, namely data reduction, data presentation and data conclusion or verification. The results of this study indicate that the level of political participation of the Tawaeli community in the 2020 regional head elections is very high, even though it was held during the Covid 19 pandemic. Factors that influence the high political participation of the community are the performance of election organizers, and localism/ similarity of residence of voters with candidates.
Nadya, Hasbullah, Sasterio Copyright (c) 2023 Nadya Nada, Hasbullah, Sasterio https://creativecommons.org/licenses/by-nc-sa/4.0 https://jurnal.fisip.untad.ac.id/index.php/reinventing/article/view/1129 Sun, 31 Dec 2023 00:00:00 +0700 Tantangan Representasi Politik Perempuan Dalam Pemilihan Kepala Desa, di Desa Wanagading, Kabupaten Parigi Moutong https://jurnal.fisip.untad.ac.id/index.php/reinventing/article/view/1142
The village head election is a democratic party, where villagers can participate by voting to elect candidates for village heads who are responsible and can develop the village. In this research, the author had the opportunity to conduct research in Wanagading Village, Bolano Lambunu District, Parigi Moutong Regency, with the subject of Rural Political Dynamics, related to the Challenges of Women's Political Representation in Village Head Elections. The type of research used is qualitative research. The results of this study concluded, two major challenges of women's representation in the selection of village Head are First; The dual role of women that influences the interest and enthusiasm of women. The figure of a woman who can balance between family and career is very rare to find. Women are often afraid to do politics because of the demands of their role as housewives. So that women's enthusiasm in politics in Wanagading Village is very low. Second; Strong doctrine related to the patriarchal paradigm. The patriarchal mindset tends to place male dominance. Women are still seen as weak, less intelligent, and ultimately lose the fight in the political field
Endang Indriani, Jurisman Kadji Copyright (c) 2023 Endang Indriani, Jursiman M.
