Abstract

This article aims to find out how the effectiveness of community empowerment in the development of fried onion small and medium enterprises (SMEs) in North Palu sub-district, Palu City. Descriptive method and basic qualitative research are used in this article. Data collection techniques by means of observation, interviews and documentation. Determination of informants using purposive techniques consisting of the head of the department of cooperative empowerment and development, Taipa village head, and fried onion entrepreneurs. Based on Gibson's theory (1984), the results showed that the effectiveness of community empowerment in the development of fried shallots in the North Palu sub-district of Palu City assessed from the aspects of production and development has not been maximised. This is due to factors of limited access to the use of modern technology, lack of government support, and climate change which also affects fried shallot production. This affects the development aspect so that fried shallot Small and Medium Enterprises have not been maximised. This also happens in the aspects of efficiency, adaptation, and satisfaction.
