Abstract

The law No. 6/2014 stipulates that every village has the opportunity to develop in accordance with its capabilities and characteristics as stipulated in the law. In realizing these achievements, villages have the availability of funds either from the government, independent income, or assistance from certain parties. One of the aids can come from international aid from donor agencies that have the purpose of supporting the achievement of development to improve community welfare. The obstacle found is that utilizing this international assistance usually cannot be fulfilled due to various problems such as: 1) regulatory factors; 2) cultural factors; and 3) human resource factors. It is hoped that the government can provide support for each village to be independent, including being able to open up opportunities for cooperation, including receiving international assistance.
