Abstrak
The case of migrant workers has become one of the important highlights in recent years. These cases include exploitation, human trafficking, fraud, forced labor, and unpaid wages by employers or agents. These cases are triggered by the limited job opportunities domestically, leading some people to work as migrant workers who recklessly use illegal or non-procedural routes. This research aims to determine the strategies of the Department of Labor in preventing non-procedural migrant workers in Indramayu Regency, as well as to analyze the inhibiting factors in its implementation. The research method used is a qualitative method with a descriptive approach type. Data collection techniques were through observation, in-depth interviews, and documentation. The research results show that the strategies of the Indramayu Regency Department of Labor are carried out through preventive activities by conducting socialization and legal education on the importance of procedural departure, skills training and economic empowerment, as well as cross-sectoral cooperation. The inhibiting factors faced include limited Human Resources (HR), low community awareness, and the intensification of socialization at the village level. Overall, the implemented strategies have been running quite well, but they still require strengthening in terms of coordination and economic empowerment. These aspects include weak coordination between related institutions, resulting in non-comprehensive protection, and ineffective economic empowerment, such as difficulties in accessing capital and training, making migrant workers still vulnerable and returning to old problems. Strengthening efforts on non-procedural migrant worker cases is important so that preventive efforts for non-procedural migrants can be implemented more optimally.
