The research is grounded in the management functions theory by George R. Terry which encompasses planning, organizing, actuating, and controlling and refers to Law No. 18 of 2012 as the legal foundation for food security in Indonesia. Food security, as defined by this law, is a condition in which food needs are fulfilled for the nation down to individuals, reflected in the availability of sufficient, safe, diverse, nutritious, equitable, and affordable food. A qualitative descriptive approach was used in this study. Data were collected through in-depth interviews with key informants from the Food Security Office, farmers, and the community, as well as field observations and documentation related to rice availability and distribution. The data were then analyzed qualitatively to provide a comprehensive and in-depth overview of food security management in Parigi Moutong Regency. The results indicate that food security management in Parigi Moutong Regency has been implemented through various programs, such as increasing production via agricultural intensification, improving irrigation infrastructure, providing superior seeds, and strengthening distribution systems. However, rice availability still fluctuates from year to year. The challenges faced include internal factors such as extreme climate change, pest and disease outbreaks, and limitations in human resources and budget. External factors include suboptimal distribution systems, changes in consumption patterns, and fluctuating market prices. This article examines the typology and stages of public service innovation through the lenses of "focus" (innovation types: technological, process, policy) and "locus" (levels of government: national, local, and implementation units) to analyze the key success factors. The method used is a systematic literature review of 42 scholarly articles and policy documents from the past decade. The findings indicate that innovation success is strongly influenced by leadership commitment, organizational capacity, public participation, and regulatory support. These results reinforce the innovation spiral theory and governance adaptability within the framework of bureaucratic reform. The research is descriptive in nature, with a qualitative approach. Data collection techniques include observation, interviews, and documentation to gather primary and secondary data, which are analyzed using SWOT analysis. This study uses Kotten's theory as cited in Salusu (2006; 104-105), Corporate Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy). The study involves 10 informants. The results of the study indicate that the public relations strategy implemented by PMI Banggai Regency has successfully increased public awareness, especially through collaboration with various stakeholders and social media. However, challenges remain, particularly among the younger generation. To further enhance awareness, corporate development strategy should be the main focus. Strengthening collaborations with government agencies, the private sector, educational institutions, and expanding networks to the village level can help reach a broader population. This research was carried out using</p> <p>qualitative descriptive with a descriptive research type. The types of data are primary data and secondary data,</p> <p>this study uses the theory put forward by George R. Terry and Leslie W. Rue (2019) 5 management indicators,</p> <p>namely planning, organizing, staffing, motivation, and supervision. The results of the study show that the</p> <p>management of PPM funds is still not optimal in planning, village deliberations have been carried out, but</p> <p>transparency and community involvement are still lacking in management. The main obstacles in</p> <p>implementation are the lack of active community participation and the lack of realization of the input proposed</p> <p>by the community. From the organizational aspect, the Activity Management Team (TPK) faces coordination</p> <p>constraints, time efficiency, as well as external factors such as weather and limited technology capabilities. Sirtu Karya Utama due to the inconsistency between the implemented programs and the applicable regulations. This research aims to evaluate the Company's Environmental Social Responsibility Policy at PT. Sirtu Karya Utama in Buluri Village, Ulujadi District, Palu City. The research method used in this study is a qualitative method with a descriptive approach. The informants in this study numbered 6 people. Data collection techniques used interviews, observations, and documentation. Data analysis involved data collection, data reduction, data presentation, and conclusion drawing. The theory used from William N. Dunn (2003: 429-438) consists of 6 indicators: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Appropriateness. Based on the research results, it shows that the Company's Environmental Social Responsibility Policy at PT. Sirtu Karya Utama in Buluri Village, Ulujadi District, Palu City, has not been implemented well. This can be seen in terms of Effectiveness, namely the company's non-compliance with government-established regulations, in the Efficiency indicator, its implementation in the field, which results in the less effective and efficient achievement of the objectives of the regional regulation, which is for the welfare of the community and sustainable development, in the Adequacy indicator, due to the lack of evaluation and revision of the policy, which will hinder the occurrence of continuous improvement in the company's practices in the field, in the Equity indicator, caused by the government's indifference in encouraging company participation and protecting the interests of the community around the mine, in the Responsiveness indicator, PT. The theory used in this research is the theory from Richard M Steers in Duncan (1985:53)) which consists of 3 indicators. The data collection technique used is in-depth observation of informant interviews and documentation to collect the required data in the form of primary data and secondary data. Based on the research results obtained, it can be concluded that the effectiveness of the integrated postal service program for children under five in Salumpaku Village is not yet fully effective, in which the indicators of goal achievement, integrity and adaptation have not been effective because the goal has not been achieved. It cannot be said that the goal has been achieved in Salumpaku Village due to not being educated. well because the community of mothers of toddlers tends to still be ignorant and still affected by an unfavorable environment, the distance is also a barrier, and. This study uses the theory of Richard M Steers with 3 indicators, namely achievement of goals, integration, and adaptation. The method used in this study is a qualitative approach with a descriptive type, which collects data through interviews with related parties, including employees of the Manpower Office and registered and unregistered migrant workers. The results of the study indicate that despite efforts by the Manpower and Transmigration Office to provide comprehensive services, there are still a number of obstacles that affect the effectiveness of services, such as lack of human resources and inadequate budget. This study recommends improving coordination between various parties related to other government institutions and non-government institutions and strengthening information systems to improve accessibility of services for migrant workers. The data analysis in this study is data collection, data condensation, data display, and conclusion drawn. Using a qualitative approach and literature review method, this article analyzes the effectiveness of e-Government in improving transparency, accountability, and citizen participation. The findings indicate that the utilization of information and communication technology (ICT) in public services can accelerate administrative processes, reduce bureaucratic inefficiencies, and strengthen public trust in government institutions. This research aims to determine the extent of the effectiveness of health services at the Kasimbar Community Health Center. The method used is qualitative research with a descriptive approach, where the selection of informants is carried out purposively. The data used consists of primary and secondary data, with data collection techniques through observation, interviews and documentation. There were six informants involved in this research. The theory used in this research is the theory put forward by Richard M. Steers (2020) which includes four aspects: quality, productivity, work morale, and adaptability. The research results show that the effectiveness of health services at the Kasimbar Community Health Center is good, although it still needs further improvement. The quality aspect is quite good, but facilities and infrastructure need to be improved. The productivity aspect is also good, which can be seen from the discipline of the officers who are always ready to serve. The morale of the officers is also good, even though incentives are given based on group, this does not reduce their enthusiasm. In order to improve public participation in policymaking, this essay analyzes the main challenges of participatory democracy and proposes solutions. Using qualitative methodologies grounded in literature reviews and policy analyses, this study establishes that digital technology development, government decentralization, and public knowledge of participatory rights present strategic opportunities to promote participatory democracy in Indonesia. This study aims to examine how the application of public service ethics affects service quality within local government institutions. The method used in this study is a qualitative approach with case studies in several regional government agencies in Indonesia. The results show that ethical principles such as honesty, responsibility, transparency, and concern for the public positively correlate with increased public satisfaction and service efficiency. The study also reveals that weaknesses in ethics implementation stem from lack of supervision, limited understanding of ethical values among officials, and inadequate professional ethics training. Data was collected through in-depth interviews with relevant stakeholders, such as the Palu City Health Office, Talise Health Center, the Palu City AIDS Prevention and Control Commission (KPA), and several affected community members. Additionally, field observations and document studies were conducted to strengthen the research findings. The results of the study indicate that the HIV/AIDS prevention and control policies in Talise Village have been implemented Fairly well, especially in terms of coordination between government agencies and healthcare service providers. However, there are still some challenges, such as limited resources, a lack of trained medical staff specifically for HIV/AIDS handling, and the persistent stigma towards people living with HIV/AIDS (PLWHA). This study examines the political involvement of Jokowi’s family members-Gibran Rakabuming, Kaesang Pangarep, and Bobby Nasution—as indicators of power being utilized for familial benefit. A key issue analyzed is the Constitutional Court's controversial decision that enabled Gibran’s vice-presidential candidacy. Employing a postcolonial theoretical framework, the study explores how traditional values—such as the Javanese king myth—continue to shape public perception and power dynamics. Employee absenteeism rates in 2023 indicated variations in the number of employees who were absent, on leave, or sick. This research employs a quantitative approach, utilizing a survey method. The data used in this study consists of both primary and secondary data. The sampling technique applied is a census or saturated sampling, resulting in a total of 66 respondents. For data analysis, this study employs IBM SPSS Statistics 29. The results of this study indicate that work discipline has a positive and significant effect on employee performance at the General Election Commission of Central Sulawesi Province. The work discipline variables—adherence to time regulations, adherence to workplace behavior rules, adherence to task execution rules, and compliance with organizational regulations—simultaneously influence employee performance. This is evidenced by an F-statistic value of 248.538 with a significance level of 0.001. In 2020, the number of underage marriages reached 3.4% and in 2021 it reached 4%, and in 2022 it increased significantly, reaching 20.6%, with an average age of 18 years and under. This study aims to determine the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency. According to Van Meter and Van Horn, the implementation of the policy consists of 6 aspects, namely policy standards and objectives, resources, communication between implementing organizations, characteristics of implementing agents, attitudes of implementers, social, economic and political environments. The research method used is descriptive qualitative, with 5 informants. The results of this study indicate that the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency has not been running optimally. Aspects of standards and policy objectives, there needs to be an affirmation at the level of implementing related policies that must be used as a reference, and from the resources it is not yet sufficient to be seen from the budgeting aspect that is not available, and communication between organizations and effectiveness is not yet optimal due to the absence of formal socialization and through media demonstration tools, and from the social, economic and political environment it has not run well because From the social environment it has not run well because there are still many social problems such as pregnancy outside of marriage, arranged marriages, and stories of community understanding in underage marriage to marrying off their children according to them it is the best solution to continuing education. This research is an evaluation research type that aims to evaluate the Merdeka Belajar Kampus Merdeka (MBKM) program within the scope of Tadulako University using the CIPP Model (Context, Input, Process and Product) developed by Stufflebeam, consisting of four components with a research design. The total informants in this study were 12 people consisting of 10 active students who had participated in the MBKM program, especially MSIB in the last two periods, the Head of the University MBKM and the PIC MSIB of the University. The results of the study showed that the evaluation of the MBKM program at Tadulako University had not been fully maximized, the distribution of basic facilities in the form of MBKM implementation guidelines that were not inclusive, knowledge and understanding related to the program were still lacking, and the curriculum in the study program was considered not yet adaptive, resulting in the target achievement of the Indikator Kinerja Utama (IKU) not being fully achieved. The foundation of this research is qualitative with a descriptive research type and qualitative approach. Data collection techniques used include observation, interviews, and documentation, with six informants. The results of this study indicate that the SINAR application is a relatively good innovation in public services and egovernment implementation at Polresta Palu. However, the application is not yet fully effective because only the SIM renewal feature can be used, while other features are still not functional. The application still requires several improvements to overcome existing obstacles and enhance publicity to increase the adoption of SINAR among the community. In terms of Complexity, some data confuse the public, and there are network issues. The Observability aspect also needs improvement, as the author observes a lack of effective publicity, resulting in many people being unaware of and not using this application. Terry, with 4 (four) aspects of planning, organizing, implementing, and monitoring. Data were collected through observation, interview, and documentation. The results showed that despite progress in strategic planning in separating manual and electronic-based service systems, the implementation of e-government still faces obstacles, such as the absence of a formal organizational structure, unclear division of tasks, technical problems, lack of guidance for users, and lack of training for human resources. Supervision has been carried out through monitoring, satisfaction surveys, and online complaints, but still needs to be improved. Guided by Intam Nuraisyah, as (Supervisor I) and Meldi Amijaya as (Supervisor II). This study aims to find out how the work discipline and performance of teachers in SMP Negeri 14 Palu are. The basis of the research used in this study is a qualitative approach with a descriptive type. This research is classified as a descriptive qualitative research type because this research provides an overview of the research results by describing the actual data obtained in the field. This research will describe Work Discipline and Teacher Performance. Based on the results of the study, it was concluded that teachers' work discipline is an important factor that affects their performance in carrying out their duties as educators. Work discipline is understood as a form of responsibility, awareness, and commitment to regulations, time, and professional duties, which is reflected in punctuality of attendance, compliance with school rules, completion of teaching equipment, and involvement in school activities. High work discipline also has a positive impact on the quality of learning, relationships with students, and the trust given by school leaders. Despite obstacles such as high administrative burdens and limited support systems, teachers still strive to maintain discipline through personal awareness and strong organizational cultural support.
