The research is grounded in the management functions theory by George R. Terry which encompasses planning, organizing, actuating, and controlling and refers to Law No. 18 of 2012 as the legal foundation for food security in Indonesia. Food security, as defined by this law, is a condition in which food needs are fulfilled for the nation down to individuals, reflected in the availability of sufficient, safe, diverse, nutritious, equitable, and affordable food. A qualitative descriptive approach was used in this study. Data were collected through in-depth interviews with key informants from the Food Security Office, farmers, and the community, as well as field observations and documentation related to rice availability and distribution. The data were then analyzed qualitatively to provide a comprehensive and in-depth overview of food security management in Parigi Moutong Regency. The results indicate that food security management in Parigi Moutong Regency has been implemented through various programs, such as increasing production via agricultural intensification, improving irrigation infrastructure, providing superior seeds, and strengthening distribution systems. However, rice availability still fluctuates from year to year. The challenges faced include internal factors such as extreme climate change, pest and disease outbreaks, and limitations in human resources and budget. External factors include suboptimal distribution systems, changes in consumption patterns, and fluctuating market prices. This article examines the typology and stages of public service innovation through the lenses of "focus" (innovation types: technological, process, policy) and "locus" (levels of government: national, local, and implementation units) to analyze the key success factors. The method used is a systematic literature review of 42 scholarly articles and policy documents from the past decade. The findings indicate that innovation success is strongly influenced by leadership commitment, organizational capacity, public participation, and regulatory support. These results reinforce the innovation spiral theory and governance adaptability within the framework of bureaucratic reform. The research is descriptive in nature, with a qualitative approach. Data collection techniques include observation, interviews, and documentation to gather primary and secondary data, which are analyzed using SWOT analysis. This study uses Kotten's theory as cited in Salusu (2006; 104-105), Corporate Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy). The study involves 10 informants. The results of the study indicate that the public relations strategy implemented by PMI Banggai Regency has successfully increased public awareness, especially through collaboration with various stakeholders and social media. However, challenges remain, particularly among the younger generation. To further enhance awareness, corporate development strategy should be the main focus. Strengthening collaborations with government agencies, the private sector, educational institutions, and expanding networks to the village level can help reach a broader population. This research was carried out using</p> <p>qualitative descriptive with a descriptive research type. The types of data are primary data and secondary data,</p> <p>this study uses the theory put forward by George R. Terry and Leslie W. Rue (2019) 5 management indicators,</p> <p>namely planning, organizing, staffing, motivation, and supervision. The results of the study show that the</p> <p>management of PPM funds is still not optimal in planning, village deliberations have been carried out, but</p> <p>transparency and community involvement are still lacking in management. The main obstacles in</p> <p>implementation are the lack of active community participation and the lack of realization of the input proposed</p> <p>by the community. From the organizational aspect, the Activity Management Team (TPK) faces coordination</p> <p>constraints, time efficiency, as well as external factors such as weather and limited technology capabilities. The</p> <p>selection of the Activity Management Team (TPK) is carried out through village deliberations and determined</p> <p>by the Decree of the Village Head, but the challenge of transparency in fund management still exists. In terms of</p> <p>motivation, payment systems and incentives have been implemented, in supervision, monitoring is carried out by</p> <p>the village government and PT Vale, but community involvement in the audit is still low. Sirtu Karya Utama due to the inconsistency between the implemented programs and the applicable regulations. This research aims to evaluate the Company's Environmental Social Responsibility Policy at PT. Sirtu Karya Utama in Buluri Village, Ulujadi District, Palu City. The research method used in this study is a qualitative method with a descriptive approach. The informants in this study numbered 6 people. Data collection techniques used interviews, observations, and documentation. Data analysis involved data collection, data reduction, data presentation, and conclusion drawing. The theory used from William N. Dunn (2003: 429-438) consists of 6 indicators: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Appropriateness. Based on the research results, it shows that the Company's Environmental Social Responsibility Policy at PT. Sirtu Karya Utama in Buluri Village, Ulujadi District, Palu City, has not been implemented well. This can be seen in terms of Effectiveness, namely the company's non-compliance with government-established regulations, in the Efficiency indicator, its implementation in the field, which results in the less effective and efficient achievement of the objectives of the regional regulation, which is for the welfare of the community and sustainable development, in the Adequacy indicator, due to the lack of evaluation and revision of the policy, which will hinder the occurrence of continuous improvement in the company's practices in the field, in the Equity indicator, caused by the government's indifference in encouraging company participation and protecting the interests of the community around the mine, in the Responsiveness indicator, PT. The theory used in this research is the theory from Richard M Steers in Duncan (1985:53)) which consists of 3 indicators. The data collection technique used is in-depth observation of informant interviews and documentation to collect the required data in the form of primary data and secondary data. Based on the research results obtained, it can be concluded that the effectiveness of the integrated postal service program for children under five in Salumpaku Village is not yet fully effective, in which the indicators of goal achievement, integrity and adaptation have not been effective because the goal has not been achieved. It cannot be said that the goal has been achieved in Salumpaku Village due to not being educated. well because the community of mothers of toddlers tends to still be ignorant and still affected by an unfavorable environment, the distance is also a barrier, and. Then, integrity can be said to be ineffective because the aim of the cadres is not being able to provide an understanding of the program, especially for toddlers aged 0-5 years, which is the golden age for children's growth which must be monitored optimally, as well as a lack of education regarding the importance of Posyandu for toddlers. Next, the adaptation indicator is not yet effective. This study uses the theory of Richard M Steers with 3 indicators, namely achievement of goals, integration, and adaptation. The method used in this study is a qualitative approach with a descriptive type, which collects data through interviews with related parties, including employees of the Manpower Office and registered and unregistered migrant workers. The results of the study indicate that despite efforts by the Manpower and Transmigration Office to provide comprehensive services, there are still a number of obstacles that affect the effectiveness of services, such as lack of human resources and inadequate budget. This study recommends improving coordination between various parties related to other government institutions and non-government institutions and strengthening information systems to improve accessibility of services for migrant workers. The basis for this application uses a qualitative research basis with a descriptive approach, while data collection techniques are carried out by observation, interviews, and documentation. The determination of informants in this study uses purposive by assigning 4 (people) informants. The data analysis in this study is data collection, data condensation, data display, and conclusion drawn. As for the theory used in this study, namely the theory by Duncan, there are 3 aspects that need to be considered, namely 1) Goal achievement, 2) Integration, 3) Adaptation.
