This study aims to determine collaborative governance in the prevention and prevention of HIV/AIDS in Palu City. This study uses the theory of collaborative governance by Emerson, Nabatchi & Blogh (2012) covering three aspects, namely: Principled Edugament/Involvement of Principles, Shared Motivatiaon/Motivation together, and Capaty for Join Action/Capacity to take action together. The basis of this research is qualitative, with the type of research namely descriptive. The informant consists of the elements of the actor who collaborates, namely from the Palu City Health Office, KPAIDS, and LBH APK. Types of data in the form of primary and secondary data, with data collection techniques, namely interactive models by Miles, Huberman, and Saldana (2014) including data collection, data condensation, data presentation, and drawing conclusions. The results of this study show that collaborative governance in the prevention and prevention of HIV/AIDS in Palu City. less than optimal. Aspects of principled engagement/involvement indicate a collaboration between key actors in the prevention and prevention of HIV/AIDS in the City of Palu between the City Health Office, the City AIDS Management Commission, and LBH APIK Central Sulawesi. Shared Motivation aspects, namely the implementation of mutual trust, communication that is built, and sharing information. The capacity for join action aspects are the inactivation of the Working Group and Memoroundon of Understanding (MoU) that have not been implemented as a whole in the actors.
2025-08-08T00:00:00+07:00Copyright (c) https://jurnal.fisip.untad.ac.id/index.php/jps/article/view/2203Manajemen Dana Desa (Studi: Desa Abason Kecamatan Totikum Kabupaten Banggai Kepulauan)2025-08-30T23:46:51+07:00Arum Pratiwipratiwiarum747@gmail.comSuasasuasafisip@gmail.comMuhammad Afandifandisupra666@gmail.com
Management in Abason Village by activity implementers is not yet fully effective. This study aims to evaluate the Additional Voter List (Daftar Pemilih Tambahan, or DPTb) policy implemented during the 2024 General Election in Palu City. The DPTb is a policy regulated under the General Elections Commission Regulation (PKPU) Number 7 of 2022, which seeks to accommodate voters who are unable to exercise their voting rights in their place of origin. This research employs a qualitative approach with a descriptive type and uses Stufflebeam’s CIPP (Context, Input, Process, Product) evaluation model. Data collection techniques include interviews, observation, and documentation. The findings reveal that although the DPTb policy is appropriate for voters who need to vote outside their original constituency and is supported by a strong legal foundation and clear objectives, its implementation in Palu City still faces several challenges. These include a lack of understanding among the public and polling station officers regarding the transfer voting mechanism, as well as weak dissemination of information about the policy. The evaluation of the context aspect shows that the DPTb policy is relevant and beneficial. However, in the input, process, and product aspects, discrepancies in implementation were found, leading to the occurrence of repeat voting (Pemungutan Suara Ulang, PSU) in several polling stations. Therefore, it is necessary to strengthen public outreach, provide technical training, and increase the number of registration posts for transfer voters to ensure the effectiveness of the DPTb policy in future elections.
2025-08-08T00:00:00+07:00Copyright (c) https://jurnal.fisip.untad.ac.id/index.php/jps/article/view/2208Efektivitas Program Kurikulum Merdeka Belajar Di Sekolah Menengah Pertama Negeri 5 Sojol Kecamatan Sojol Kabupaten Donggala 2025-08-30T23:46:54+07:00Haikalhaikalcoy03@gmail.comMashuri H. Informants consisted of the principal, teachers, and seventh-grade students. The results of the study indicate that, in general, the implementation of the Independent Learning Curriculum at SMP Negeri 5 Sojol has been quite effective. Of the five indicators used, four aspects have been running well: apparatus quality, administrator competence, discipline, and supervision. Teachers are able to design and implement innovative, student-centered learning, and encourage student independence and creativity. School discipline is reflected in consistent teacher and student attendance and timely implementation of learning. Routine supervision by the principal and supervisors from the education office has contributed to improving the quality of learning. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. The theory used is the theory of public accountability proposed by Malik Imron (2005), which consists of four main dimensions: accountability as a relationship, results-oriented accountability, accountability requires reporting, and accountability improves performance. The results of the study show that accountability in the management of the Regional Budget in Siwalempu Village has been implemented gradually and progressively. The village government has built a two-way relationship with the community through deliberative forums and public reporting, although the distribution of information is still uneven. Results-oriented accountability is reflected in the village government's focus on the tangible benefits of development activities, not just the preparation of administrative reports. In terms of reporting, even though it has been carried out regularly and formally through the Siskeudes system and annual reports, there are still obstacles in the accessibility and public understanding of the report. The application of accountability principles has also been proven to improve the performance of village governments, which is reflected in more orderly, transparent, and responsive public services. This study concludes that accountability is an important factor in realizing good village governance. Therefore, it is recommended that the village government increase information socialization, optimize village communication media, and strengthen the capacity of apparatus and supervisory institutions so that the governance of the Regional Budget is more transparent, participatory, and sustainable.
2025-08-08T00:00:00+07:00Copyright (c) https://jurnal.fisip.untad.ac.id/index.php/jps/article/view/2218Implementasi Kebijakan Dana Bantuan Operasional Sekolah Di Sekolah Dasar Inpres Lelejae Kecamatan Bulu Taba Kabupaten Pasangkayu2025-08-30T23:47:07+07:00Ike Irmayantiirmayantiike@gmail.comNasrullahullahfadhil69@gmail.comRachmadrachmadmhad8@gmail.com
This study aims to determine the implementation of the School Operational Assistance (BOS) Fund Policy at Inpres Lelejae Elementary School using a descriptive qualitative research method. The basis of this research is descriptive qualitative, the number of informants is 7 people. Data collection techniques are observation, interviews, and documentation. The results of the study indicate that the planning aspect (Planning) in the planning aspect of the local government through the Tourism Office has scheduled superior programs in the development of tourism objects in the Donggala Regency environment including in Towale Village, but this has not been able to be implemented optimally due to budget constraints. The organizational aspect (Organizing) of Bonebula Beach tourism can be said to have run well. Management is carried out jointly between the village government, the community through the Tourism Awareness Group (POKDARWIS), and supported by the Tourism Office. The actuating aspect of Bonebula Beach tourism has gone through the planning and organizing stages. However, activities such as direction, guidance, and communication to human resources are still not optimal and need to be improved, including attention to tourism facilities. Supervision (Controlling) Supervision at the Bonebula Beach Tourist Attraction has been running well and the Tourism Office routinely conducts evaluations and mentoring every weekend or holiday. In addition, tourism managers are also actively guarding the area, both day and night, especially during activities such as camping. Development management has been running quite well due to the reality on the ground regarding the seriousness of the local government, especially the Donggala Regency Tourism Office, in carrying out management functions that are carried out in a structured manner. However, in implementing tourism development there are still several factors that become obstacles due to budget limitations and the still lack of involvement of human resources in terms of developing and maintaining Bonebula Beach tourism.
2025-08-08T00:00:00+07:00Copyright (c) https://jurnal.fisip.untad.ac.id/index.php/jps/article/view/2255Pengaruh Kebijakan Harga Pembelian Pemerintah Beras Terhadap Pendapatan Petani Di Kecamatan Widasari Kabupaten Indramayu 2025-08-30T23:47:12+07:00Sephia Alayda Hasanphiaasa@gmail.comIsmannudinismannudin@unwir.ac.idSolehsoleh_fisip@unwir.ac.id
Some farmers in Widasari District, Indramayu Regency, preferred to sell their rice harvests to middlemen rather than the Bulog, just because they wanted a commensurate selling price or even higher according to the expenses of farmers. In addition, other obstacles to limited access to Bulog, the slow process of absorption of crops, and incompatibility of absorption time with the harvest season. The purpose of this study is to determine the extent to which the rice HPP policy affects the income of farmers and how much influence it caused. The method used in this study is a quantitative method with a causal associative approach. The research sample was determined by the Cochran formula and produced 53 rice farmers respondents in Widasari District. Data collection techniques are carried out through the distribution of a questionnaire with a Likert scale, then analyzed using validity, reliability, simple linear regression tests, T tests, and the coefficient of determination with the assistance of the SPSS version 26 program. This is evidenced by the regression coefficient value of 0.389 and a significance level of 0.001 (<0.05). The value of the coefficient of determination (R²) shows that the HPP policy variable contributes to increasing farmers' income, although other factors such as production costs, land area, and market access also play an important role. The conclusion of this study is that the rice HPP policy plays a role in maintaining the stability of grain/rice prices and providing a more suitable revenue guarantee for farmers. However, the implementation of this policy in the field is still facing obstacles, such as strict Bulog quality requirements and limited access to farmers to sell their crops to Bulog.
2025-08-30T23:42:41+07:00Copyright (c) 2025 JPS: Journal of Publicness Studies
