KINERJA KEPALA DESA DALAM PELAKSANAAN PEMBANGUNAN DI DESA MALOMBA KECAMATAN DONDO KABUPATEN TOLI TOLI

Abstrak

This study aims to determine the Performance of the Village Head in Implementing Development in Malomba Village, Dondo District, Toli Toli Regency. The research method used is Descriptive Qualitative, which provides a systematic, factual or real explanation of the subject or data obtained at the research site. The data collection techniques used are observation, in-depth interviews with informants, and documentation to collect the necessary data both primary and secondary data. The technique of determining informants in this study is purposive with a total of 6 (six) people, namely 1 Head of Dondo Sub-District, 1 BPD representative and 4 community members. The theory used in this research is the theory of Suyadi Prawirosentono (2017) where there are four aspects used in measuring performance. The four aspects are Effectiveness, Responsibility, Discipline, and Initiative. The results of the study show that the Performance of the Village Head in the Implementation of Development in Malomba Village, Dondo District, Toli Toli Regency is not yet effective, in this study there are three aspects that are considered still not optimal, namely the Effectiveness Aspect which is assessed that the Performance of the Village Head has not achieved optimal results because there are still development programs that have not been achieved. Furthermore, the responsibility aspect which is assessed that the responsibility of the Village Head in the implementation of development is still lacking, thus causing the non-implementation of several developments such as the construction of posyandu buildings, procurement of hendtractors, procurement of montong and avocado seeds that were promised. Furthermore, the initiative aspect is assessed that the ability of the Village Head to create something is still very minimal, so that the Village Head does not know many problems in the community related to development.
