Abstract
Manifestasi gerakan sosial melalui aksi kolektif masyarakat Desa Lembobelala dalam menolak klaim lahan oleh PT. Perkebunan Nusantara XIV (PTPN XIV) Unit Usaha Beteleme. Konflik agraria ini berakar pada benturan historis hak atas lahan adat masyarakat dengan klaim Hak Guna Usaha (HGU) PTPN XIV yang memicu deprivasi relatif dan ketidakpuasan mendalam. Tujuan penelitian ini adalah menganalisis dinamika aksi kolektif tersebut berdasarkan enam ciri-ciri aksi kolektif Neil J. Smelser (2011), yakni, kondisi struktural, tekanan struktural, keyakinan umum, faktor pemicu, mobilisasi, dan kontrol sosial. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, data dikumpulkan melalui observasi, wawancara, dan dokumentasi dari lima informan kunci. Hasil penelitian menunjukkan bahwa ketidaksesuaian antara legitimasi formal perusahaan dan realitas penguasaan lahan oleh masyarakat, diperparah oleh janji-janji yang tidak terealisasi dan diskriminasi, melahirkan keyakinan kolektif akan adanya perampasan hak. Pengiriman surat somasi menjadi pemicu utama yang mendorong mobilisasi masyarakat melalui aksi massa, simbolik, advokasi formal, dan proaktif di lapangan. Meskipun terdapat upaya kontrol sosial dari perusahaan dan pemerintah, efektivitasnya terbatas karena persepsi keberpihakan. Penelitian ini berkontribusi pada pemahaman dinamika konflik agrarian dan urgensi evaluasi kebijakan HGU yang lebih partisipatif.
